To foster a favorable environment for young entrepreneurs, promote entrepreneurial spirit, and drive economic development, the government cooperates with financial institutions to provide low-interest loans to young people, helping them obtain the capital they need to start a business.
Who Can Apply for a Youth Entrepreneurship Loan?
Eligibility and interest rates at a glance:
- Must be aged between 18 and 45.
- Must have registered a company, business, or limited partnership within the past five years.
- The responsible person can be:
- (1) A national with household registration in Taiwan: must have completed at least 20 hours of government-recognized entrepreneurship training or obtained 2 academic credits within 3 years.
- (2) A non-national without household registration in Taiwan: must hold a government-issued entrepreneur visa, employment gold card, or valid residence permit.
- If meeting the above, you may apply under either the responsible person’s or business’s name:
- (1) Nationals can apply under either name.
- (2) Non-nationals can only apply under the business’s name.
Interest subsidies for youth entrepreneurship loans are not unlimited—there are two key points:
- Loans under NT$1,000,000: Subsidy = loan amount × floating interest rate
- Loans over NT$1,000,000: Subsidy is capped at NT$1,000,000 × floating interest rate
Is the Youth Entrepreneurship Loan Really Not That Complicated?
Here are five simple application steps:
Step 1. Prepare Application Documents
- Copy (front and back) of national ID of the responsible person
- Company/business registration or proof of establishment
- Business plan for Youth Entrepreneurship and Startup Capital (only required if applying for more than NT$1 million; under NT$1 million only needs the application form)
- Loan affidavit for Youth Entrepreneurship and Startup Capital
- Proof of participation in government-certified “entrepreneurship training courses” or “events” (minimum 20 hours total or at least 2 academic credits)
- Other documents required by the financial institution (such as seals, collateral, etc.)
Step 2. Bank Preliminary Review
Key points the bank assesses:
- Borrower: business operation status, personal credibility, and financial standing
- Use of funds: whether the loan usage plan is reasonable
- Source of repayment: whether business revenue and profit can cover repayments
- Debt protection: profitability, collateral, and guarantors
- Future outlook: competitiveness, profitability, and growth potential
Step 3. Set Up Collateral
If no collateral is required, the bank will apply for a credit guarantee from the Small and Medium Enterprise Credit Guarantee Fund. Other agencies may also provide follow-up support.
Step 4. Sign Loan Contract
This step confirms the rights and obligations of both parties—such as loan amount, interest rate, repayment period, and whether there is a grace period.
Step 5. Loan Disbursement Completed
Funds can now be used! Depending on the business’s actual needs, the loan can be drawn down in stages or installments.
